I've been buying and selling old boats for year...  it is always cheaper to
buy a trailer with a crappy boat sitting on it than to just buy a trailer.
It is a strange aspect of the boat market...Look around craigs list and you
will find lots of nasty boats sitting on good trailers being sold at scrap
prices.  People just get sick of having them in their yards and want them
GONE.  And this is a good time of year to be looking...It usually does not
take much to modify the trailer to fit a boat and a light kit coast less
than $30 at Lowes, Walmart or Tractor Supply.  You will have a better
selection at Tractor Supply.  Try to find one with a clean title.  It will
save you a lot of hassle at the DMV.

Last Saturday I purchased a 19' C-hawk fishing boat for $500.  It is
totally ruined and not worth anything.  But it was sitting on a 21' dual
axial trailer.  Now I'm parting out the fishing boat before I scrap it and
expect to get almost all of my $500 back.... but I'm keeping the anchor
chocks and motor mount for myself  :-)   and I'll use the trailer for my
Rhodes I purchased the weekend before.
