In general, one can deduct sudden losses on schedule A. You can deduct the
losses that exceed 1% of your AGI. A  Hurricane is considered to be a sudden
loss. Any other losses can also be deducted. For example, if your
electricity went out, and your food in the fridge & freezer spoiled
suddenly, you could deduct the value of the food.

If your boat does not sail as fast as it did from the factory, this is not a
sudden loss.
