Ditto on battery.  Same thing happened to me.  On mine, there are two stainless phillips screws that open the battery compartment.  Replace the battery with a *charged* "C" nicad battery.  The little solar panel does not have enough horsepower to charge a flat battery, only to keep it topped off .  If that doesn't work, you may need to return it to Nicro for a rebuilt.  I bought one new from West Marine and it died in a year.  Nicro replaced it.  



Since then, I remove from the boat in winter, remove the battery and store both in the basement until I recharge the battery and reinstall in spring.  No problems the last 5 years since I started doing it this way.

Depending on the model, it could be the battery. Some of the models won't work when the battery dies. With that said, mine was doing the same thing, even after the battery change. Long story short, after destroying it while trying to fix, I got a new one. Maybe you'll have better luck.
