Looks like this is the main to me.  If so, I'm guessing that the person
could not find a shackle that was both long enough and wide enough to attach
the outhaul directly through the clew grommet, and used the lashing to
connect the two.  If there is a problem why this doesn't work for you, then
you should look for a longer (and maybe wider) shackle.  

It might also work fine as it is, even if it doesn't look good.

If its a self-tacking jib this might work, but if it is the standard 170% or
150% Genoa, then simply attaching the individual sheets with a bowline will
suffice.
