I haven't seen anyone answer you yet so I will take a stab.  You might want to post a picture of your set-up as there are probably several permutations of boom outhauls.  Not sure what you are referring to as the sheave.  Going by memory, mine is simply a pulley that runs freely along the boom.  The outhaul line should run from the end of the boom, through (or under) the pulley on the sliding car, through the pulley attached to the clew of the sail, back through the pulley on the sliding car, then back to the end of the boom where it runs down through the boom and is secured with a cam cleat.  The sliding "pulley" car is moved to a position just behind the clew depending on where you have the sail reefed.

This season for the first time I'm having some trouble keeping clew down with reefed main. I may have put the outhaul car on the boom backwards, or run the lines incorrectly. Should the sheave on the car be near the mast or reverse? And do both arms of the outhaul line run through the sheave or just one? I know there have been photos published in years back, but I can't find them in my files.
