[Rhodes22-list] replace or tighten

I don't know the name of the deck hardware in the pictures. You can see
that the screws have worked themselves loose (both port and starboard).
They can't be tighened directly so I guess the holes are stripped. The boat
is an '89, recycled this year. It sits on a mooring where occasionally
winds can be strong and waves up to 2-3 feet. First, what is the best way
to tighten things up? Second, would cleats in this location be better?
