We just had a lengthy discussion on this list on mast steps popping out for
one reason or another.  As Mary Lou says, it is designed to pop off and
should not be fastened so that it cannot release, unless you plan to tear
the cabin top apart next time you have mast troubles.  Longer screws bedded
in epoxy is recommended. - rob

Is it possible something was amiss with your lowering technique (pop-top
slider not raised, sliding hatch not closed, etc.) - that something applied
excess force as you lowered the mast? If  the mast plate had been bolted as
you proposed, it would likely have ripped a hole in the top of your cabin.
Those three screws are meant as a easy failure point so you don't seriously
damage the boat. The only time we've ever had an issue is when we forgot to
close the sliding hatch and the mast used that as a fulcrum to pry up the
step. It was an easy fix. We reseated the screws in the holes with some
epoxy - I think - it was a while ago. No problems since.
