This is a classic "lower the water because the bridge was built too low"
situation.  First, why can't the welded brackets be moved?  OK, let's not go
there.  How about using 1x4 pressure treated lumber (or 5/4" decking
material) in the area adjacent to the keel to increase your clearances?  I
wonder if Trex (plastic decking material) is strong enough.
