Harry:

     I can't quite get the focus of your rudder issue from the description.  However, I might have your answer:  

     Last year, I replaced a threadbare line on my (recycled '87) rudder lift and did not realize that at the very bottom of the housing in which the rudder pivots there is a small tube-like structure, only an inch or two long, through which the line must be fed in order to avoid jams when raising and lowering the rudder. I had to haul the whole mess out (while on the water) lay it across the transom and thread the line properly.  In my off-season haste to do the fix, I missed the thread tube (Stan probably has a "real" name for it) and paid the price of tangled line.  I hope this will solve your troubles.
