David,
Mariners Learning Systems is a suggestion. I have taken both classroom, and now re-upping with their online/self teaching kit. Owner Capt. Bob Figular is often available and otherwise, good support from their staff. Comprehensive, a lot of mixed media, although with 22,000+ questions they can ask from, and some sections requiring a 90% to pass, flashcards, for me, still seem to work best. It is a very intensive experience.

The Master's upgrade allows the holder to operate inspected vessels as well as uninspected ones. The total number of passengers is limited to six or fewer. Non U.S. citizens may be restricted to undocumented vessels with a 5 net ton limit.
