That beverage law was to have affected NYC not NY State and it was overturned before it went into effect.

As far as the trailer laws are concerned, I know that Florida requires both straps and transom tie downs.

It seems to make good sense to be safe and try to keep the boat on the trailer.  A single point of failure (bow strap or cable) should be avoided.
