According to a recent post from the elusive Stan; the gasket will last forever. I don't think there is anything special about the line; just get a similar size and strength, taking a piece to West Marine or any boat supply store should be able to match. Best advice, don't remove the cap with the boat in the water, the top is below the water line (unless you are trying to test the positive flotation aspect of your boat). I don't think the torque of the bolts is measured, just don't over tighten, start by working opposite sides in alternating fashion to apply as even compression as possible.
