Graham:  The interior rebuild might be able to be completed during winter by covering the boat with a mast "boom tent" and canvas tarp and a heater.  You just need a place to cut 4x8 ply.
A heated Rhodes is pretty cozy with the foam blocks and double layer cabin top providing insulation.
Just a thought.
Another idea is one of those temporary hoop house garages In addition since you are pretty far north.
