I had the same problem with my headsail several years ago. I tried a new furling line, new blocks, and extra blocks to no avail. Finally I discovered the problem. Over the years (87 recycled in 97) the drum which rides on the top of the head stay fitting had become enlarged allowing the whole furling system to slip down changing the angle of the furling line. I had a fitting fabricated to fit around the stay which allows the drum to spin on it and raises the angle.
