Solar panels are rated by watt output. WATTS divided by VOLTS equals AMPS.
You will need 240 WATTS at 12 VOLTS to achieve 20 AMPS.
By the size stated it seems your solar panel should be a 10 WATTS system.
This would yield point 83 AMPS.
