I've been on a boat with what seems to be the same item portrayed earlier
on this thread.  It is not actually a clutch but a brake released by
squeezing the handle.
A real clutch is called a Tiller Tamer.  A knob on the bottom is used to
adjust tension on the holding line making it much more useful.  That's what
I have.
