[Rhodes22-list] Burgee for Rhodes 22 Fleet

Having dark letters on white background makes it easier to see the letters.
Letters on a dark background are more difficult to see.
I recommend the dark letters & white background, if we want non-Rhodies to
see the R22. Option #1 and #3 work.
