It is not a single bolt that goes all the way through. It is two short
flathead machine screws that are inserted from the inside so that the head
does not protrude into the space and interfere with the swing of the rudder.
The nuts are on the outside.

I used the old bracket as a template and realized that the inside bolt on
Lower bracket blocked rudder from lowering.  I was wondering if others had
the same condition.
