[Rhodes22-list] Flag placement?

To be clear, the burgee should be flown only in domestic waters from a flag
halyard hung from the starboard spreader.   In foreign waters, the host
nation's courtesy flag is flown from the flag halyard after entry.

The national ensign is always flown from the port aft shroud.
