These are all some great ideas.  Particularly adding Steve as the editor of
the FAQ sarcasm page!  :^)

Seriously, though I don't have much to add.  It is a lot of work for one
person, and people can't maintain that level of involvement. 

However, you can't just open it up to everyone. Could you imagine the drivel
you'd get if you let me add to the FAQ with impunity! ;^) 

So...
I recommend an editorial board, like you would have on a scientific journal.
If someone wants an e-mail or a set of e-mails added to the FAQ, they submit
it to the FAQ.  The FAQ (either a FAQ administrator/editor-in-chief, or an
automated tool on the FAQ) then sends it out to 2 or 3 of the reviewers
(spread the load, maybe even have areas of expertise listed).  If they agree
that the submission is FAQ-worthy, they give clearance and it is added. 

Sounds like a lot of crap to add to a FAQ, but if you spread the load you
can ensure high quality without a huge burden on any individual.
