Does it aid in tongue weight when filled? I still have trouble getting the
boat forward enough on the trailer.

You might want to reconsider not putting in a water tank. Although we don't
use ours for drinking water, it is invaluable for doing dishes in the sink,
washing hands and general clean up around the boat.
