sounds like low voltage, fried starter motor,  a neutral lockout switch, throttle lock out switch.

Now you would not have this problem if you had a 4 stoke(sorry I had to say that), I would start buy cleaning/checking connections
and using a pair of jumper cables to try an other battry. after that Rummy right, the manual helps alot.
