Saroj,

The complete answer to that question depends upon where you boat.  On some
bodies of water, existing 2-cycle engines will probably be grandfathered in,
at least for some period of time.  There are already bodies of water where
all 2-cycle marine engines are banned, mostly out west.  These bans are
mostly put into affect by local & state governments.
