This unpleasant attribute is caused by the anchor being towed by the boat so
rapidly that the flukes function as airfoils causing the thing to literally
fly.

I have found the best way to deal with this is to drop the anchor with the
boat at a complete stop and then pay out as much scope as possible as the
boat falls off to leeward.  By then the anchor will be flat at the bottom
and your rode will be more or less horizontal.  Now, either belay the rode
or give it a sharp pull.  This will serve to set the anchor.  Now you can
shorten up on the scope (if necessary).
