Not true at all.  A closed low pressure system at the surface would be
observed as a trough (at best) at very high altitudes.  It's not unusual to
observe a east wind at the surface while upper level clouds are moving from
the west.

The atmosphere is very complex.  A great many thermal and dynamic process
are in play.
