[Rhodes22-list] Pump out head question.

bchilds1:  No.  No such rule.  The standard no pumping overboard unless over
three miles out.  Your port-a-potty will work fine.  Only issue will be
finding a bathroom to dump the waste, which should not be too difficult a
problem.
