[Rhodes22-list] Bottom paint again

We've used Woolsey Neptune II for a few years to good effect. It's ablative 
& water based. Usually just a light sanding and repaint. This year we've 
got a few places where it and whatver is belowit are cracking off, so will 
do a more thorough sanding in those spots. The paint seems to work well on 
the upper Chesapeake.
