Ron,
I got a new 6 hp Nissan outboard last year at the end of the season,I didn't
use it until this spring.Rather than splash it,and then have to pull it for
the break-in oil change( we're not allowed to change oil on the water), I
ran it in a barrel of water at home for two hours,shut it off for 2
hours,and then ran it for four more hours .Then I called it broken in ,and
changed the oil,20 hours later it still reads full on the dipstick.When
running it in the barrel,you could see the exhaust coming out of the
barrel,but it would disappear before it got a foot above the barrel. After
running it for 6 hours there was not anymore oil on top of the water than
when I ran my old 2 stroke for 5 minutes!!
I have to think something is not right with the motor you have received.
Before this, I  had a Yamaha 2.5hp 4-stroke , same story, used no oil , and
very little gas.
I'm sold on  4-stroke outboards,so far the Nissan has :
always started on the 2nd pull
sipped gas
left no oil trail
used no oil
NEVER left me sitting
  Sure there is a down side:
Being a 1 cylinder engine there is a little more vibration than I would
like.
Out of the box (and I did bring mine home in a box) the motor is a little
over-propped for a Rhodes 22.I  was warned about this before I bought it,
but for $110, I thought I'd try it stock first.I'll buy the right prop this
winter.
The 6 seems a little loud,sitting back there with it,but everybody I pull up
next to, remark how quite it is.
Even over-propped it pushes the Rhodes and a dead pontoon boat just fine,it
just won't rev as high as it should.
