You can do an adequate job without a gauge by tightening the upper shrouds
until the leeward shroud is just barely loose (but not slack) when sailing
close hauled. The same goes for the lowers except that It's OK for the
forward lower shroud to be a little bit looser then this.

The forestay should be tightened until the luff of the head sail stays
straight when close hauled.  The back stays should be tight enough to hold
the mast vertical

Beware of over tightning the shrouds it can cause permanent damage to your
boat.
