With exceptions: "49CFR 175.10(a)(25) With approval of the aircraft
operator, a passenger or crew member may carry in checked or carry-on
baggage, no more than two small gas cartridges containing no hazardous
material other than Division 2.2 gas that are fitted into a self-inflating
lifejacket for inflation purposes, plus no more than two spare cartridges".

Just stick it in your checked baggage, it will still be there when you
arrive at your destination.

Toiletries are exempt, ergo you can carry-on or check hairspray, spray
deodorant, pressurized shave cream, etc., etc.

Empty (evacuated) SCUBA tanks are exempt AFAIK and are carried as baggage.
