Having a plan helps. Did they not do this on any of the limited exit routes?

Charleston was ravaged and bounced back nicely from Hugo. It was terrible 
but not the desperate situation resulting from Kat.

Changing the subject just a little .... the resulting violence and 
lawlessness is very scary to see. According to the "news" there have been a 
handful of murders and rapes in the Superdome. Cops have no fuel to patrol 
and many have resigned or just walked off the job.
