Just got to your note. Hope my note to Herb cleared it up.
Actually, I think this is something we could both agree on.
We've been spending $5 billion a year on FEMA. Where has that money
been going? What was it supposed to buy?
What happens next? What's the plan now? 340,000 debit cards with $2000
each. Oh, that's going to work. Don't have to worry about theft
there. Everybody's going to be honest with those cards. That's $680
million according to my abacus. Then what? Homeless people without
anything but the clothes on their backs and multiple children with no
cars in cities where they have no connections and no jobs -- how long is
that $2,000 supposed to last? Then what. Who pays. (You only get 1
guess on that last question.)
Let's think this through.
Putting aside whether the Iraq war has anything to do with the fact that
we are now requesting food and equipment from NATO and the EU, what's next?
Let's see. The National Guard was already having trouble meeting
quotas. Don't know if you noticed, but the military was meeting quotas
by lowering them. Will these events help?
There are elections soon in Afghanistan, so we are sending more troops
there. 20,000?
We are on course for elections in Iraq -- sending more troops there.
20,000 - 40,000?
Now we're sending 40,000 troops into New Orleans, for an indefinite
period of time. Does Gulfport get any troops? Biloxi? (I understand
there are 10 million pounds of rotting chicken in Gulfport, and at least
a million pounds of rotting shrimp in Biloxi.)
It looks like we might need more troops than we've got!
Where are all these folks going to come from?
Maybe we can induce the poor people of New Orleans to join the National
Guard. We could pay them huge bonuses to join, and tell them we're
going to station them in New Orleans! Some of them could rebuild their
own homes with their bonus money. We could ship the rest elsewhere.
Problems solved.
But if that doesn't work, what do you suppose the existing emergency
plans are for repopulating New Orleans? I haven't read anything about this.
I think the repopulation issue boils down to a continuum of
possibilities--do you let the rich folks come back first so they can
secure their property before the poor people arrive. Or do you let the
poor come back first, steal everything they can carry, and then let the
rich come back and have insurance companies and the federal government
replace whatever was lost or stolen?
Conceptually, the problem is not that different from Social Security.
You could say "first out, first in" as an organizing mechanism, or "last
out, first in".
Or you could repopulate by skin color--although I don't know who would
want to propose this first -- where is Trent Lott when we need him?
Homeless. Powerless. Doing a book tour.
Maybe we could try a repeat of the Oklahoma Land Run -- that was
organized by skin color, wasn't it?
And, by the way, who watches the 40,000 National Guard Troops while they
are watching over New Orleans? How long does it take, on average,
before the least honest of these troops decides to "liberate" some sort
of "war trophy".
So much to think about. So little time. If only all issues were as
clear as Terri Schiavo.

PS -- Want to write the Disaster Mitigation, Preparedness, Response &
Recovery Planning manual for New Orleans? I'm not sure FEMA's version
is ready for prime time.
