[Rhodes22-list] Why Rebuild New Orleans?

Actually, they did much more than build a seawall. They pumped sand (with water, but the water drained off), and raised the level of the land over the entire island. I believe they raised it 3 feet.

September 8, 1900 was the date the hurricane landed. News accounts said  more 
than 6000 died, but the number could never be confirmed because record  
keeping wasn't what it is today. After the hurricane the city built a seawall to  
help protect the city. I don't believe it has been tested to date.
