Barb, is just the blade makeshift or the whole the tiller/rudder assembly.  
If it is just the blade you can use a blade from another R-22 as a stencil 
and either have one made by a shop or yourself if you are only slightly 
skilled in carpentry / fibreglass work.  What part of the country do you 
sail?
