My concept of an implicit contract obligation to look after our fellow  
citizens clearly doesn't condone people abusing farm subsidies, or abusing  any 
other program.  It says straighten out the abuses, treat each citizen  as a 
citizen - and, oh by the way, because they pay taxes, or could pay  taxes, and 
because they are personally invested in the future of the  country on a continuing 
basis,  they are entitled to special rights,  considerations, and other 
entitlements beyond some foreigner who has nothing  invested in this enterprise 
called America and can reasonably be expected to  contribute nothing once the 
economic transaction is completed..
