Dave,

People were excluded as refugees during WWII and they are excluded today.

These people did not have Social Security cards or birth certificates.  
Many people born at home don't have birth certificates.  To get a Social 
Security Card you need a birth certificate.  Catch-22.  The other 
documents may get you into a bar, but they won't get you a job.

There are substantial payments from the foreign user base.
