Dave,
  the cable covers are called "Snap-on Cable Covers", page 853 in the 
new West Marine catalog.
You don't have to disassemble anything, just start slipping them on, 
starting with the first exposed
cable above the turnbuckle.  The first one is a PITA to get on, but once 
you get the hang of it - you
can zip one on in a minute or two.  I also have the Turnbuckle Boots and 
Caps (on the same page
in the West Marine catalog).  For those, you do have to unscrew the 
cable out of the turn buckle to
get  them on.  They are not as sturdy as hard PCV, and they do bend out 
of shape in the hot sun. 
I like Ed's suggestion of having a stay cover that "rolls" when it comes 
into contact with the headsail.
