[Rhodes22-list] An actual Rhodes repair question

When hauling the boat out yesterday for the season (sigh).. I found the lower
rudder (lowering line that goes to the clutch) to be jammed in the black
rudder swivel housing.. When I pulled it out I saw that there is a small
stainless piece which was partially pulled out. I presume this is a guide to
keep those lines from coming forward and jamming between the rudder and the
housing. Is this correct and when I repair should the line go between this
guide and the transom.. (This seems to make sense)
 As the screws pulled out of the plastic , I was wondering what would be the
best product to reinforce the hole.
Is this a Marine Tex job or would something else be better ?? The black
plastic is not fiberglass
