Philip... why don't you just take out the portapotty (very carefully!),.. place it in a large contractors heavy guage plastic bag, seal it well and then replace it when you return the boat to Stan.  Or better still ask Stan if you can simply throw it out... I can't believe he would want it back to have to be cleaned before passing it onto someone else!  Cleaning a porta potty... especially someone else's is one of the most disgusting tasks I can think of.

However if you are set on cleaning it, here's how:
  a.. put on a gas mask
  b.. remove it from its clamps
  c.. set the bar so the waste compartment is sealed
  d.. separate the top (that holds the fresh water for flushing) from the bottom (the waste tank)
  e.. empty the waste tank down a toilet or dumping station
  f.. pour bleach and water into the waste tank and brush it out same as you would clean a household toilet
  g.. empty, rinse, empty rinse, redo the bleach/water routine, empty, rinse, empty rinse a few more times
  h.. spray the top part with Clorox cleanup or some equivalent and hose it down a few times...
Then put the whole thing back together; put it in a heavy bag per above, store it until you return the boat to Stan.  :o)

Then, if you are feeling especially generous, reinstall it as it was...

I frankly can't deal with porta potties... even if they are contaminated only with my DNA!  In fact it is rare that I've been on a boat with a holding tank that didn't have a vestige of sewage odor in it somewhere... and, frankly, if I owned a boat with a holding tank, I wouldn't allow any paper to be put in it anyway... which means having a plastic bag in the head for the paper... more yuck... and more smell!

I prefer a hand-held urinal and a 5-gallon bucket with a toilet seat and plastic bag... nothing to clean other than the toilet seat from time to time.. a quick wipe!  The urinal gets dumped over the side and rinsed...   

A well-designed composting toilet is the only thing that makes sense to me on a boat (other than hanging one's rear-end over the side), but I've never heard of one being made for marine usage.
