  I like the idea of moving the batteries to either side of the water tub...but then I'll have nothing to counter the weight of the engine & fuel tank. 
   
  Re: longer fuel hose and moving the fuel tank...I have a stabilizing arrangement for the fuel tank similar to your battery arrangement....I;ve emailed Stan & if I can get  another one for the stbd side then I will move the fuel tank over & run a longer hose. I will probably have questions later on about specs or info on the longer hose: ... 
   
  Then moving one battery over to the side of the cooler will also help some....(that will give me a net gain of @150 lbs onto the stbd side.) The marina owner says to bring the wiring harness in next Sat with pix of how it is attached, etc, & he'll instruct me in making a new longer one  to reach to the selector switch. He'll show me how to swage the fittings, etc. Now learning how to do this may not sound like a big deal to youse capable guys, but to me it really is!

Firstly, I moved the fuel tank to the starboard side and just ran a longer fuel hose. I did use some 2inch plastic pipe to make a chase for the hose running from the starboard side to the port side, so it didn't dip in the lazaret. I was concerned about starving the engine for fuel, or taking the system with such a long fuel line. I haven't had any problem with the motor in two years with this set up. ( On the other hand, that really isn't a lot of engine hours... about 10 gallons of fuel in two years.) I also have the engine starting battery under the starboard seat. It is an Optima AGM battery, mounted to an oversize piece of Starboard designed to use the channels in the floor to help keep it in place. The battery is as far forward as I could get it. 

My boat still lists somewhat to port. I have Stan's trick power motor lift, so there is another 25+ pounds on the port side.
Project for this year is to mount my house batteries, on either side of the water tank, (Moving the water tank so it is over the Center Line of the boat). That way the batteries, and tank will be neutral to the problem. 
I keep the extra anchor, on the starboard side as well. 

The Rubbermaid Rough Neck tubs that will slide under the seats are the 10 gallon models. The idea of 150 lbs of Sand, especially if it is placed in the Rubbermaid tub, sounds like an easy temporary fix, Or, as already suggested, you could fill the tub with Ice and Beer, so that the ballast wasn't, well ballast. 

With a 4 hp 2-Stroke, and a full Ice box, and fresh water tank, my boat used to list to the starboard. :)

This really is only a "problem" at the dock. Once I have crew aboard, it becomes a moot point.

Thanks for weighing in. I'm attaching a picture, stern

WM was delivered on 4/4. She has listed to port from
the beginning.

On port side,from the stern, is the engine (@98 lbs.)
full 6 gal tank (@ 48-50 lbs., in the cabin, one

just to the left of the center line next to the

The only corresponding balance to all of this is a

I like the idea of putting another gas tank on stbd
side...but substituting the tanks may prove
awkward....

In giving some thought...I'm wondering if moving the
battery just inside the cabin over to the stbd side
would have the effect of putting 100 lbs on the stbd
side. It will require longer (& different gauge?) 
wiring as the run to the selector switch would be
longer. (??) If y'all think this will help...

Totally out of my league now....
