Justin, you asked for suggestions, well here are some comments:

1.	Do not rush to get any sailboat, unless you are sure that it is the boat. 
Do not buy just any boat because the price is right.  Also, consider getting
a loan if you want a sail away boat.
2.	How much time do you have?  Project boats require a lot of available time
and a place to work.  In Buffalo, New York, that means a heated garage or
such facility.  Typically if you bought a project boat now, you could expect
to sail it next spring.  And keep in mind that any used boat will most
likely be a project boat regardless what the seller tells you.
3.	A Rhodes 22 is not just any sailboat and the boats available are always
very limited.  If you want the IMF mast then the available boats are even
more limited.  However, those of with the IMF mast appreciate the benefits.  
4.	If you are willing to accept a standard mast, then you might find a used
boat that you could sail within your budget if first you look hard, second
do not rush and third are willing to drive anywhere in the country to get
one.
5.	You asked for suggestions, first wait and see what others suggest.  Then
carefully search out what you are looking for.  If you are within driving
distance of a known Rhodie, promise them anything for a test sail.  Try
sailing both versions of the R22, both standard and IMF.

6.	Again, do not rush out and get anything just because of price unless
after you find out you really do not like it, you are willing to just give
to some kid or charity.  Do ask more questions and tell us more about
yourself.  If you waded thru 72 emails, relax and wade thru more for a
couple of weeks, months, or as the ad on TV, the time is right.
