The double compress will certainly hurt you photo quality.  Since the 
compress PDF process is going to compress your photos anyway, don't 
bother with the first step to get them down to 100K.  You start out 
with a pretty big file, but the PDF compress should get it down to 
mailable size.

Also FYI - be careful using any sharpen filter when preparing your 
files.  Sharpening can actually be detrimental when over-used or when 
subjected to intense compression (such as you are doing).
