[Rhodes22-list] What is this product for fastening electrical wires ??

In doing some wiring on the boat.. I see that some wire is fastened to the
underside of the cockpit seat
with 2 fastening systems.. One looks like a piece of putty.. The other is
some kind of tape..I would like to use a similar product
Anyone know what these products are ??
