The Hoyt jib tender appears to have a block at the end of the jib 
boom.  A sheet passes from the front pivot joint back over the block, 
then to a cleat in front of the mast.  Adjusting the sheet length 
adjusts how far the jib swings.

The difficult part of making that out of PVC would be the pivot joint 
attached to the deck.  But you could easily "borrow" the rigging from 
the Hoyt design.
