Not only that, there is new legislation proposed that would make the 
owner of the unsecured network responsible for kiddie-porn that was 
transmitted over his line.

At one time, there was a national effort (by some) for folks to allow 
their WiFi networks to remain open, thus allowing others to "share" the 
connection as needed. Of course, as with any such technology (including 
the internet in general) abuses by some make such openness impractical, 
and that movement has largely gone away.
