All boats are designed for neutral helm.  Some are better at achieving it
than others.  The R22 is the best I've ever sailed at 22' or so.

Since the Consumer Product Safety Act of the '70s, it has become common
practice for manufacturers to tune planing dingies for weather helm.  That
way, when the helmsman falls off, the boat rounds up into the wind and stops
without capsizing.  I bought a Javelin from O'Day that was tuned that way,
but quickly set it right.  A lot of people fell off that boat, including me,
but it never got away.  That's because it would capsize when no one was
aboard.

There are so many ways the R22 keeps you in the cockpit, I don't worry about
falling overboard and never have.  The most impressive safety feature is
that it produces extreme weather helm when the rig is overpowered and causes
the boat to heel 20 deg.  I don't think even in 10' waves an R22 under sail
would capsize.  Instead, I'll bet the tiller would break before the boat
could be heeled enough by resisting the helm.
