Ben,

 Regardless of what the marina said about the gas your description of the
problem sounds like a fuel/carburetor issue. Try pulling a spark plug and
see what the tip looks like it should be a nice tan color on the ceramic if
the air/fuel ratio is right. A black plug with carbon buildup would indicate
to rich a mixture and could point you toward a possible solution. Water in
the gas also comes to mind depending on how much fuel was left in the tank
and where it was stored. One other idea is if fuel was left in the carb
could have left behind varnish deposits in the carb passages when it
evaporated over the winter. As a cheap first solution I would consider fresh
gas and some gumout or a similar carb cleaning additive.
