Ben,

After you get the cover repaired  ( I second Dave's repair method) you might 
want to make sure that the tension adjustment for the movement of the motor 
is not to tight. It sounds like this might have been the culprit.  I also 
agree that the only time I use my tiller to motor hook-up is when I am 
backing out of my slip and exiting the marina and when returning, in the 
marina.

Ben, unless it's a major crack, I would think it's easier to repair
the cover (assuming yours is fiberglass like mine) than to buy a new
cover and mount the bracket for the steering mechanism.  I would epoxy
it from inside, taping the outside to be sure the epoxy doesn't leak
through.  If it's a major crack you could reinforce it with fiberglass
cloth inside.  All available at West Marine or another marine supply
place, along with free advice on which materials to buy.  Others on
the list can be more prescriptive, I'm sure.

While you're messing with the steering attahment, be sure all the nuts
and bolts are secure.  My mechanishm fell apart one day at a crucial
moment just from a nut working its way loose.  It wasn't pretty.
