Alex,
A simple solution to your problem would be to remove the Windex and install 
 a short piece of plastic tubing, sliding it down above the piece that 
covers the  whips mount to the base. Reinstall the Windex and the cap that keeps 
it in  place. This way you won't have to remount anything.
