Here is why you don't sand.  http://www.boatus.com/boattech/BottomLine.htm

Unless you are REALLY good with a sander, it is very easy to sand through
the gelcoat.  Once you get the old bottom paint off, let the hull dry real
good, apply a barrier coat, and then re-paint with a hard paint.
